A General Chapter
Section 276.1 and the basis of entries
In order to strengthen the management of civil aviation transport of dangerous goods, to ensure flight safety, according to the "People''s Republic of China Civil Aviation" and "the State Council administrative approval items essential to retain administrative licensing decision" (State Council Decree No. 412), the enactment of this regulations.
Section 276.3 Scope
The following provisions apply to the aircraft''s operation:
(A) civil aircraft registered in the People''s Republic of China;
(B) operating in the territory of People''s Republic of China foreign civil aircraft.
Section 276.5 definition
The definitions of the terms specified in the provisions in Appendix A.
Section 276.7 Basic requirements
(A) the use of civil aircraft (hereinafter referred to as the aircraft) operators carrying dangerous goods, should first obtain the Air Transport Licensing Authority dangerous side.
(B) the implementation of air transport of dangerous goods shall meet the following requirements:
(1) The International Civil Aviation Organization published in force, "the Safe Transport of Dangerous Goods by Air Technical Instructions" (Doc9284-AN / 905), including through the International Civil Aviation Organization Council approved and published material and any supplementary appendix (hereinafter referred to as technical Rule);
(2) Dangerous Goods Air Transport Licensing Bureau of the additional restrictions.
Section 276.9 cases outside
When (a) could have been classified as dangerous goods in certain articles and substances, but according to the relevant airworthiness requirements and operating regulations, or other special reasons stated in the technical details of the aircraft needs to be filled, not subject to the limits set forth .

Section 276.11 Governing Body
(A) General Administration of Civil Aviation of China (hereinafter referred to as CAAC) for dangerous goods air transport activities within the scope of the provisions of 276.3 supervision and management; Regional Administration pursuant to the authorization, supervision and management of the area of dangerous goods by air transport activities .
(B) the Council shall, according to the management authority of dangerous goods by air transport activities supervision and inspection.
(C) supervise and inspect the implementation of the Council shall not impede the normal units inspected production and business activities, the licensee shall not solicit or accept a person''s property shall not seek other interests.
Section 276.13 of supervision and inspection
(A) engaged in air transport activities of the units and individuals shall be subject to the Council''s air transport of dangerous goods on the supervision and inspection, to determine whether it meets the requirements of this provision.

Section 276.23 General principles

Section 276.25 limit transport

Section 276.27 prohibits transport
Air transport is prohibited under any circumstances articles and substances specified in the Technical Instructions, shall not carry any aircraft.
Section 276.29 Exemption
One of the following circumstances, the Civil Aviation Administration may grant an exemption for the present provisions of Article 276.25:
(A) special emergency situations;
(B) is not suitable for use other modes of transport;
(C) the public interest requires.
Section 276.31 airmail
(A) Except as otherwise provided in the Technical Instructions, dangerous goods shall be mailed by airmail or entrainment of dangerous goods in airmail.

Section 276.41 apply
The applicant (a) the transport of dangerous goods by air shall be submitted in the format and method prescribed application shall contain Agency''s request the applicant to submit all of the content.

(6) The declaration of conformity;
Other documents (7) Council requirements.
Foreign operators (d) apply for the transport of dangerous goods by air, it shall submit an application at the same time, submit the following documents:
(1) State of the Operator air transportation of dangerous goods issued the license file;
(2) is intended to transport dangerous goods categories and instructions to run the airport;
Dangerous Goods Manual or equivalent document (3) State of the Operator recognized;
Dangerous goods training program or equivalent document (4) approval of the host country of the operator;
(5) comply with the provisions of section 276.159 (b) Note paragraph training requirements;
Other documents (6) the Council requested.
(E) For this section (d), as required by the permit, approval and exemption documents, such as using a Chinese or text other than English, should be accompanied by an accurate translation in English or Chinese.
Section 276.43 admissible
Applicants to prepare their application documents in accordance with the requirements of section 276.41, to make a formal application to the Regional Administration of CAAC. Regional Administration shall decide whether to accept the application in five working days. Such as the admissibility of the application, make arrangements for follow-up review of the work; if not accept, shall notify the applicant in writing and explain the reasons.
Section 276.45 review
(A) Document Review
Civil Aviation Authority of the applicant''s area of dangerous goods training program, manuals and related documents detailed review of dangerous goods training syllabus for initial approval, the accreditation of dangerous goods manual.
(B) verification checks
The applicant initially approved by the training program for training, according to the Dangerous Goods Manual approved the establishment of related administrative and operational procedures; Regional Administration for the quality and relevance of training programs conducted validation checks to ensure that they comply with the provisions and requirements of the Technical Instructions.
Section 276.47 decision
(A) After validation, confirmed the applicant meets all of the following conditions, the Council issued to the applicant air transport of dangerous goods license file:
(1) Dangerous Goods Training Program for obtaining the approval of the Council, dangerous goods manual and related documents to obtain approval of the Council;
(2) equipped with a suitable and sufficient staff trained in accordance with the training program;
(3) established by the Dangerous Goods Manual air transport of dangerous goods management and operating procedures, contingency plans;

(B) Review unqualified, the Council before making a decision without permission, inform the applicant may apply for a hearing within five working days; after making the decision not to license, inform the applicant in writing, state the reasons and inform its reconsideration and right of action.
Section 276.49 Term
Bureau after accepting applications for the air transport of dangerous goods, should be within 20 working days to review the application materials and make licensing decisions. When the need for expert review, review time is not included in the preceding twenty working days of the deadline, review time inform the applicant in writing the Council shall want.
Section 276.51 of the form and content of license
Operations specifications issued by the Council or in the form of letter of approval given to the air transport of dangerous goods license, the license shall contain the following:
(A) shows that the operator shall present regulations and technical requirements of the Regulations, the implementation of operating within the operating range of FAA-approved;
(B) approve the transport of dangerous goods category;
(C) approved the implementation of operational airports;
(D) the license is valid and restrictions;
(E) the Council considers necessary for other projects.
Section 276.53 license is valid
Maximum air transport of dangerous goods license for a period not exceeding two years. One of the following situations occur, dangerous goods air transport license invalid:
(A) a written declaration to abandon the operator;
(B) the Council revoke the license or suspend the validity of the licensed air transport of dangerous goods; (c) an operator''s certificate has been suspended for running, revoked or otherwise invalidated;
(D) for foreign air operators, their country of dangerous goods issued by the Air Transport Licensing failure.
Section 276.55 permit change and continuity
(A) dangerous goods air transport licensee requests permission to change matters, shall apply to the Regional Administration of CAAC; meet the requirements of this provision, the Council shall modify the procedures.
(B) transport of dangerous goods by air licensee needs to extend the validity period of the license shall be effective at the expiration of thirty working days before the license application to the Regional Administration of CAAC; the Council shall decide whether to approve the continuation of the license before the expiration date; overdue No decision shall be deemed granted continuation. Section 276.57 General requirements
(A) An operator shall establish dangerous goods manual, and recognition of the Council;
(B) dangerous goods manual can be incorporated into the operator''s operations manual or operator manual handling and other transportation services;
(C) An operator shall establish and use of appropriate amendments to the system in order to maintain the effective date of dangerous goods manual;
(D) The operator shall facilitate the inspection at the workplace, provided they are familiar words for the transport of dangerous goods by air of dangerous goods relevant personnel handbook written.
Clause 276.59 manual
Dangerous Goods Manual should include at least the following:
(A) the general policy of the operator of air transport of dangerous goods;
(B) institutions and duties relating to air transport of dangerous goods management and supervision;
Technical Requirements (c) the transport of dangerous goods by air and operating procedures;
(D) limit the passengers and crew to carry dangerous goods;
Reporting procedures (e) dangerous goods incident;
Prevention of Dangerous Goods (f) consignments and passenger baggage implied;

Section 276.61 implementation
An operator shall take all necessary measures to ensure that operators and their agents in the exercise of employee-related responsibilities, to fully understand the dangerous goods manual content related to their duties and to ensure that dangerous goods handling and transport of dangerous goods in accordance with its manual procedures and guidelines implemented.
Section 276.63 Bureau notification

Section 276.73 General requirements
Air transport of dangerous goods should be classified and packaged in accordance with the provisions of the Technical Instructions for submission of duly completed dangerous goods air transport files.
Section 276.75 of the packaging container
Dangerous Goods (a) shall use high-quality air transport containers, the containers should be tightly constructed, can be prevented under normal conditions of transport due to changes in temperature, humidity or pressure, or due to vibration caused by leakage.

(C) containers shall meet the technical requirements of the relevant rules in material and construction specifications.
(D) containers shall be tested in accordance with the technical rules.
(E) the packaging container for containing a liquid, should withstand the pressure set out in the technical details without leakage.
(F) should be fixed within the packaging liner or pad, to control the movement of the container within the outer packaging, in order to prevent the occurrence of breakage or leakage under normal conditions of air transport. Padded and adsorption material may not happen with the contents of hazardous reactions.
(G) The containers shall, after examination proved free from corrosion or other damage before re-use. When the containers used again, shall take all necessary measures to prevent contamination of the subsequent loading of goods.
When (h) as previously due to the nature of the contents, without thorough cleaning of empty containers may cause harm, it should be tightly closed, according to circumstances which constitute a hazard to be addressed.
External (i) the package shall not constitute a hazard adhesion quantity of hazardous substances.
Section 276.77 tags
Except as otherwise provided in the technical details, the packages of dangerous goods should be properly labeled, and comply with technical rules.
Section 276.79 mark
(A) Except as otherwise provided in the technical details, but each package of dangerous goods shall be marked with the proper shipping name of the goods. UN number, if assigned, you need to indicate this as well as other relevant UN number marking specified in the Technical Instructions.
(B) Except as otherwise provided in the technical details, but in accordance with the technical specifications of each packaging container production rules, shall be marked in accordance with the relevant provisions of the Technical Instructions; do not meet the technical specifications details about packing containers, shall on tag indicating the specifications of the packaging container.
Section 276.81 word mark use
When international transport, in addition to the country of origin requirement text, marked on the package should be added in English. Chapter F of the shipper''s responsibility
Section 276.91 personnel qualification requirements
The shipper shall ensure that all checked in and signed the document of air transport of dangerous goods according to the provisions and staff have been asked to accept the technical details related to dangerous goods knowledge training.
Section 276.93 requires consignments
(A) before the submission of dangerous goods package or overpack air transport, it should be in accordance with the provisions of the regulations and technical rules to ensure that dangerous goods are not dangerous goods air transport embargo and properly classify, package, plus marking, labeling, submit the proper fill of dangerous goods by air transport document.
